1. Let’s Talk Money: A Quick Reminder
The North Yorkshire Council annual budget consultation, ‘Let’s Talk Money’, launched on 10 November, aims to identify priorities for the next financial year. Please share your views before 21 December 2025 and encourage others to do the same.

2. Health and Wellbeing
NHS Humber and North Yorkshire Integrated Care Board (ICB) is urging residents to protect themselves and their families by getting vaccinated against flu, COVID-19, and Respiratory Syncytial Virus (RSV).
Vaccination is the best defence. It reduces the severity of symptoms, speeds up recovery, and lowers the risk of hospitalisation. Even if you’ve had flu or a vaccine before, immunity fades and viruses change each year—so it’s vital to stay protected.

Restart a Heart: Free Training Video
Every year in the UK, more than 30,000 people suffer a cardiac arrest outside of hospital. Tragically, fewer than one in ten survive. These figures highlight the urgent need for wider CPR knowledge, as anyone could find themselves needing to save the life of a friend, family member, or neighbour. Yorkshire Ambulance Service has launched a free 10-minute CPR and defibrillator training video to improve survival rates from cardiac arrest.

Healthwatch North Yorkshire: How accessible are your healthcare appointments?
Healthwatch North Yorkshire are seeking to understand how well local services support people who might need extra help to attend health appointments. They are gathering people’s experiences of a recent health appointment, such as GP, dental, or hospital appointments to see if you were offered any support or changes to make the appointment easier.
If you have a disability, learning difficulty, long-term health condition, sensory impairment, neurodiversity or mental health condition, take part in the survey here:

3. North Yorkshire Council’s Cost of Living Campaign
North Yorkshire Council is continuing to promote its Cost of Living campaign to ensure North Yorkshire residents are aware of the help and support available if they’re struggling. If you produce a regular Parish Newsletter or Update, we would be grateful if you can include the following content:
Worried about the cost of living?
If you’re struggling to pay for food and other essentials, there are local schemes and organisations in North Yorkshire which may be able to help or point you in the right direction. You’ll find information about emergency support with everyday living costs, benefits, energy bills, food, schemes to help families, free adult learning courses and managing your debt all in one place at www.northyorks.gov.uk/costofliving
You’ll also find details for local community-based support including Warm Welcome spaces as well as advice on staying safe and well. If you’re less confident with technology and have friends or family who might be able to help you understand what support is available, please ask them to look at the web page with you. You can also go into any North Yorkshire library or North Yorkshire Council office. If you’re not sure who to turn to, you can call North Yorkshire Council’s customer service centre on 0300 131 2 131 Monday, Tuesday and Thursday 9am to 5pm, Wednesday 9:30am to 5pm and Friday 9am to 4:30pm asking for ‘cost of living help’ when prompted.

4. The Parish Panel: Have Your Say
You may be aware that as part of its work to improve communication with Town and Parish Councils and to better understand the issues they face North Yorkshire Council’s Parish Liaison Team has established a representative ‘consultation panel’ of Town and Parish Clerks from across the county.
The purpose of this virtual panel is to gather the views from Town and Parish Clerks about communication with North Yorkshire Council, gauge opinion on matters of shared interest and to respond quickly to any emerging issues facing Town and Parish Councils.
The purpose of last month’s Parish Panel survey was to help us better understand the tasks, challenges and successes linked to your role as a Parish Clerk, and the feedback we have received will help us identify any additional support that could be offered to help you in your role.

5. Grant Funding Opportunities
National Heritage Memorial Fund for War Memorials
On 9 November, the Department for Culture, Media & Sport (DCMS) announced £2 million in government funding for the National Heritage Memorial Fund, to support the repair and conservation of local war memorials in the UK. The funding will build on The National Heritage Memorial Fund’s ongoing work to preserve and protect the UK’s heritage and enable more communities to access support for maintaining their local war memorials most in need.
The Fund exists to form a UK-wide memorial in honour of those who have given their lives to the country. Working with the War Memorials Trust, Historic England and other partners, the funding will support communities across the UK to protect and repair their local war memorials through grants, expert advice and guidance, ensuring these historic memorials can continue to serve as places for remembrance and education. Local councils are encouraged to share this information as appropriate.

Men’s Mental Health Investment Programme
Funded by York and North Yorkshire Combined Authority, the Men’s Mental Health Investment Programme provides funding to help increase men’s active participation in activities that help improve their mental health. This can be in the community, workplace or service settings and Parish and Town Councils are eligible to apply. 8. Assets of Community Value: Update
If you want to contact our team about Assets of Community Value (ACV), you can get in touch via email or through the contact form on the website.
Decisions
• An ACV nomination for Three Hares Inn, Bilbrough was successful (date of 5 November 2025) and will be included on the Register of Assets of Community Value. • An ACV nomination for Scorton Lakes, Scorton was successful (date of decision 19 November 2025) and will be included on the Register of Assets of Community Value.
Live Nominations
There are two current Asset of Community Value nominations pending a decision, the dates for decisions are included below. Decision information will be published after these dates:
• Starbeck Bowling Club – a decision is due to be taken on 5th December 2025 • The Bay Horse, Terrington – a decision is due to be taken on 12 January 2026
Live Moratorium Periods
Moratoriums are periods of time during which the owner of land listed as an Asset of Community Value cannot make a non-exempt relevant disposal, other than to an eligible voluntary or community body. There are two types of moratorium periods, both running from the same start date (when the owner notifies the local authority of an intention to sell):
• The interim moratorium – six weeks • The full moratorium – six months
There are two Assets of Community Value that are currently in a moratorium periods:
• The Black Horse, Hellifield. Full moratorium period ending at midnight on 10th January 2026, more information can be found here • The Blacksmiths Arms, Biggin. Full moratorium period ending at midnight on 4th March 2026, more information can be found here

9. Virtual Drop-in Surgeries
Just to remind you that the Parish Liaison Team hold ‘virtual surgeries’ which give Town/Parish Clerks the opportunity to book an appointment, meet the Parish Liaison team and discuss any queries specific to their parish. They are hosted via Microsoft Teams on the 2nd Tuesday of every month between 10am and 12pm and on the 3rd Wednesday of every month between 2pm and 4pm.
If you would like to book an appointment to attend an on-line surgery please contact the Parish Liaison Team at parishliaison@northyorks.gov.uk and a member of the team will be back in touch to confirm your booking. When booking an appointment please indicate a date and time that would be convenient and provide a brief description as to the nature of your enquiry.
The next round of surgeries will be held on Tuesday 9th December and Wednesday 17th December.
